SECTION ONE
Purpose, Scope, Basis and Definitions
Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles to be applied for the business licences to be granted to the non-utility workplaces in airports open to civil air transport.

MADDE 5 – (1) The permits and licences, and registration and similar actions provided by other state institutions and organizations and other related professional organizations to businesses covered by this Regulation does not remove the liability to receive a licence as per the provisions of this Regulation.

License applications

ARTICLE 12 – (1) Non-utility workplace cannot be opened or operated without receiving a non-utility workplace licence from DGCA under this Regulation.

Keeping the licence at the workplace

ARTICLE 17 – (1) The non-utility workplace licence must be displayed in a easily visible position at the workplace.

Inspection, Liability and Sanctions
Inspection, liabilities and sanctions

ARTICLE 25 – (1) Non-utility workplaces granted with business licence will be inspected by DGCA and airport operator. In case legislation-violating issues are observed during inspections, the business owners will be granted a reasonable time, up to sixty days depending on the nature of the violation, by DGCA and/or airport operator to remove the legislation-violating issues.

(2) In case the legislation-violating issues are not removed within the given time limit, the operator will be subjected to the sanctions set forth in Law No: 2920, Turkish Civil Aviation Code and other related legislation. If the following inspection concludes that the legislation-violating issues have not been corrected, the licence may be cancelled.
