SECTION ONE
Purpose, Scope, Basis and Definitions
Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to determine the procedures and principles related to the certification and operation of civil aviation airports.

SECTION TWO
General Principles
Airport certification requirement

MADDE 5 – (1) Real and legal persons aspiring to operate a general-use and/or commercial airport, need to receive an airport certificate issued on their names by making an airport certificate application under the scope of this Regulation for the airport they are going to operate.

SECTION THREE
Certification Procedures
Precondition for airport certificate application

ARTICLE 11 – (1) Real or legal persons aiming to receive an airport certificate receives a formal letter from the Ministry for the area planned to be operated as an airport to indicate that the Ministry has approved the airport construction under the frame of the standards defined by the Ministry as per Article 7 and under the scope of the related legislation and submits this to the Directorate General along with the application. During the planning stage of the airport and before issuing the airport construction permit as per this article, the Ministry will coordinate with the Directorate General and other related institutions and organizations to conform to the standards set forth in Article 7.

SECTION FOUR
Responsibility, Inspection and Administrative Sanctions
Responsibilities

ARTICLE 18 – (1) Airport operator is responsible against the Directorate General for executing its activities in conformity to the provisions of Law No 2920 and this Regulation and takes and/or gets others to take all types of relevant measures on this.
